沙巴盗採珊瑚礁事件与沙巴旅游部长的鬼话连篇


江汉明先生前阵子揭发,十多年来,沙巴东海岸沿海的盗采珊瑚作业的事件后;沙巴的执政政府的部长或是有关执法部门,像往常一样,先装模作样;然后,随便找几个烂透的鬼话来骗骗人民。大家不妨看看这些沙巴的政客部长,可以多么的不负责任和偏袒,摊在太阳下鱼肉沙巴人民:

1. 报章:“部长說,調查結果發現,業者已經沒有在獲批准臨時地契的哥隆邦水域一帶採沙,丹絨巴都沙場也沒有沙堆出現, 業者則在斗湖阿拔士路八哩的加工廠對五月廿七日所採集的海沙進行加工。 無論如何,馬希迪表示採沙地區的臨時地契已於二零零五年滿期,未向土地及測量局申請更新。”---(1)

尊贵的部长!伟大的沙巴国阵政府!

2005年期满的执照。调查结果发现,业者已经没有在这地区採沙,因为这里沙场没有出现沙堆,业者只是对2009年5月27日采集到的海沙加工!特委会和部长,你们是精神错乱,还是连这一点逻辑都不懂?还是沙巴人民比较好骗?这不是盗採,是什么?

沙场没有沙堆就是没有开採?难道不可以是卖完了?难道不可以是在检查人员来之前早就清理干净?难道不可以是挂羊头卖狗肉,醉翁之意不在沙,当然看不到沙啦?

2. 报章:“部长說,海業局於上個月十八日對該地區展開海床偵察,發現海床根本就沒有珊瑚礁石存在,而且在該地區附近的費特力瑚瑚礁並未受干擾及完好無損。 他說,根據法律,礦物與地質局根本無權發准證給任何人在州內開採沙石,有關指控完全不正確。 他說,特委會也指礦物與地質局已證實,取自上述地帶,與海沙參雜的珊瑚碎片,乃是已死去的珊瑚,屬海沙組合。 因此,馬希迪表示根據特委會的調查結果,整體上來說,有關斗湖水域珊瑚礁遭摧殘的指控完全沒有根據。” ---(2)

尊贵的部长!伟大的沙巴国阵政府!

执法人员展开海床勘查,发现附近的海域珊瑚礁未受干扰,在採沙这段海床根本就没有珊瑚礁。这说明什么?当年发执照时,就知道附近是珊瑚礁地带?在珊瑚礁附近开采,不会影响生态和局限珊瑚的生长?如果没有作业,可能珊瑚已经长满这个海域?

这十多年来的开采,就算这个地点有珊瑚,也已经被完全被采集了,对吗?

勘查结果是说,这个地点没有珊瑚,只有珊瑚碎片,结论是:整体来说,有关珊瑚礁遭摧毁的指控完全没有根据!是吗?结论不能是说:这个海域的珊瑚礁已经完全被盗採,完全被摧毁,只剩下碎片吗?部长怎么做如此牵强和仓促的做结论?

为什么不像江汉明先生所说?去检查这公司的产品?翻查这公司十多年来的发单(Invoices)?去与这公司的顾客群考证?为什么这採沙(沙的主要成分是矽,silica, Si)的公司,可以那么大量卖碳酸钙(Calcium Carbonate)和石灰(lime powder, Calcium Oxide)给农业界,却没有听说卖任何的沙给任何建筑公司?这样的调查和结论会合乎常理,合乎沙巴人民利益,不是吗?

3. 报章:“儘管如何,他說由於採沙地區之臨時地契期限早在二零零五年己逾期,為了防止該公司繼續在之前獲批准臨時地契的哥隆邦水域一帶採沙,該部透過環境保護局已於上個月廿五日下令該公司停工,意即批准環境衝擊評估的任何條件皆已逾期,若該公司繼續在同樣地點作業等同非法及抵觸二零零二年環境保護條例和一九六八年土地法令。 他說,由於採沙地區之臨時地契己逾期未更新,環境保護局建議州土地及測量局援引土地法令對付上述採沙業者,如果有充足的證據的話。”--- (3)

乌啦啦!执照在2005年已经逾期,为了防止继续採沙,已经在1009年6月25日下令该公司停工!
部长,停工!原来他们从执照逾期到上个月没有停止过么?你怎么说是没有根据的指控?我们不单不要罚款了事!我们要失责的人,所有有利益关系的人被揪出来!

沙巴旅游部长,沙巴国阵政府!你究竟是要保护什么人的利益?广大沙巴人民?还是利益团体?你是要掩盖什么人的过失?你们在掠夺沙巴人民的遗产!或是整个掠夺事件的帮凶!你可以逃得过这个责任吗?

马西迪:发予斗湖某私人公司 岸外采沙执照失效

州旅游、文化及环境部长拿督马西迪曼俊昨日指出,争议性的沙巴土地及测量局发予某私人公司在斗湖岸外采沙的执照已告失效,迄今无记录显示该执照获得更新。他说,该局总监拿督奥斯曼加玛是在提呈予他交待此事的报告中这麽说明,惟州旅游、文化及环境部常务秘书尚需多一、两天的时间来提呈相关的全面报告。他表示,他会在接获这些报告并详读内容后发表文告向公眾作出交待。马西迪是在社交网站Facebook回答为何斗湖盗采珊瑚事件之调查工作迄今了无下文时这麽表示。

人民公正党斗湖区部主席拿督江汉明于较早时在报章揭发十年来斗湖和仙本那沿海的盗采珊瑚作业,有关私人公司冒采海沙之名,实质是采取珊瑚内主要成分的钙(calcium)加工成石灰粉末(limepowder)。他也指责州政府维护本州海洋自然生态毫无决心。他强调,州政府必需正视这项长达十年之久的盗采活动,绝不能马虎了事或把事情扫入地毯底下企图遮盖真相。因为珊瑚礁被肆意盗采不只严重破坏大自然生态,更间接剥夺人民利益和美好的生活空间与素质。

他表示掌握充足的证据,包括盗采者生意来往资料,产品权威化验报告等重要文件,进而显示了开采者所出产的并非用以建筑材料的普通海沙,而是具有更高市场价格与需求的珊瑚礁化石灰粉末。他也表示指奥斯曼加玛就珊瑚盗采问题所作解释是一篇自相矛盾和污辱人民智慧的言论。在江氏揭发此事后,马西迪已表示要澈查此事。沙巴环保协会主席黄德也呼吁政府澈查此事。

【亞庇廿八日訊】州旅遊、文化及環境部長拿督馬希迪曼俊今日公佈特委會對斗湖至仙本那沿海珊瑚礁被盜採和肆意破壞的指控所展開的調查結果,以州旅遊、文化及環境部副常務秘書為首,成員包括環境保護局總監等組成的特委會調查後,證實有關指控乃子虛烏有。

他說,根據調查,所指的採沙公司為蔡若揚公司(譯音),業者蔡若揚(譯音)女士於二零零二年九月三日獲環境保護局批准環境衝擊評估報告,以在哥隆邦水域(臨時地契編號10900268)進行採沙活動,佔地二點零一六公頃。

他說,特委會於上個月廿九日對該地區內三個運作中心展開調查,即沙布古哥隆邦灣,丹絨巴都沙場(鄉村地契編號105465825)和坐落在斗湖阿拔士路八哩的加工廠。此乃環境保護局於上個月十八日首次連同漁業局、斗湖助理地稅官、海事局和土地及測量局對上述地點進行調查的後續行動。

馬希迪公佈特委會調查結果,以回應人民公正黨斗湖區部主席拿督江漢明律師最近所作出的指控。 江氏表示已掌握充足的證據,包括盜採者生意來往資料,產品權威化驗報吿等重要文件,進而顯示了開採者所出產的並非用以建築材料的普通海沙,而是具有更高巿場價格與需求的珊瑚礁化石灰粉末。 他強烈要求州政府就此事件向人民公開眞相,並要求徹查當中是否涉及濫權貪污。

江汉明针对沙巴旅游部长的敷衍了事,所发表的文告

KOTA KINBALU, July 30, 2009: Parti Keadilan Rakyat (PKR) Tawau chief Datuk Kong Hong Ming challenged Tourism, Culture and Environment Minister, Datuk Masidi Manjun to make public the purported report prepared by his Special Committee on its investigation on the alleged coral mining incident in Tawau for public scrutiny.

“It is the right of the public to know the truth and as to what had happened to the coral reef, which is a national heritage,” he stressed.

In a statement issued here today, Kong categorically described the statement by Masidi on Tuesday on the so-called finding of the Special Committee, as merely a “public relation” gimmick by the Ministry who anxiously wanted to close this issue of utmost public interest for reason only known to them.

“Such a statement coming from a cabinet minister is a total disgrace and waste of time and public resources. The minister has failed in his duty. I cannot help but to conclude that it is yet another blatant cover-up by the government,” Kong charged.

In his statement earlier, Masidi proclaimed that the investigation carried out by the Special Committee had found that the allegations by Kong over the alleged illegal mining of corals in the waters off Tawau, to be false, as there were no living corals in the said TOL (Temporary Occupation of Land) and that the Friedrich Reef nearby was not disturbed or encroached upon.

“The Mineral and Geosciences Department has confirmed the dead sea coral mined in the licenced area can be classified as sea sand mixed with sea coral,” Masidi further noted.

A fumed Kong however rebutted that perhaps only the minister and his special committee knew what they really meant. “Obviously, they did not understand that coral reef is calcium carbonate and sand is silica. They also turned a blind eye as to why such a heavy deposit of dead sea coral in the affected area”, Kong said

“Masidi seemed to have failed to grasp the whole issue and was at loss as to how to deal with the problem in hand. "

His special committee had no direction or clue as to how to investigate other than taking a boat ride to the open sea to confirm that no sand mining was done on that day. It is therefore no surprise that the theft of coral reef has gone undetected for more than 10 years causing irreparable damage to the state and its environment.

“It is a clear reflection that the State of Sabah is managed or rather mismanaged by incompetent leaders who had constantly failed in their duty to protect the interests of the state and allowed the matter to be swept under the carpet,” he lambasted.

Kong categorically maintained that the minister and his Special Committee did not carry out a proper and thorough investigation on the matter at all which by right should also have checked on the products sold by the company involved since 1997 until today, which consist of only products processed from coral reef.

“Neither had they tested the products from the factory, nor inspected their sale invoices, nor interviewed their customers. For if they had done so, they would know that the company had only sold products of coral reef or calcium carbonate to operators of oil palm mills, aquaculture farms, chicken feed mills and farms for more than 10 years, and had never sold sea sand to any contractor at any time.

“In substance, there was no probe at all. How could any conclusion be reached based on one cursory visit to the open sea?” said Kong, picking holes in the minister’s statement earlier on the special probe.

Kong, a former state minister and presently PKR Tawau chief, also disagrees with the special probe report's conclusion that "there was only dead sea coral in the 2.016 hectare area where the operator had been earlier licenced to mine."

Masidi clarified in his statement that "dead sea coral could be classified as part of sea sand" which the operator in question was licenced to mine for five years until 2005.

To this, Kong replied “The licence issued, which has since expired in 2005, was only to mine sand and not any coral reef, dead or alive. For the minister now classify sand as dead coral reef to cover up the issue is outrageous and scandalous.”

“If there were only dead sea coral in the area inspected, what happened to the living coral? Dead sea coral forms the substrate for living coral”, point out Kong, adding that it is simply ridiculous to suggest that one vast area in the open sea is composed of dead sea coral.

Kong referred to his earlier statements whereby he had alleged that the operator had been using huge sea hammers to demolish the corals in the dead of night before harvesting them later. The operations had been going on not only in the patch of sea inspected by Masidi's ministry but had also moved elsewhere undetected for more than 10 years”, reiterated Kong, “and covering large areas of the sea.”

“The truth is that the government had failed, neglected and turned a blind eye to the massive destruction of our heritage when it is their rightful duty to protect and preserve for our future generations. The massive damage is irreversible and irreparable. It is a gross violation of our fundamental human rights and a shameful episode in our history. It is scandalous for a cabinet minister to come up with such a dubious statement in an attempt to brush aside the whole issue under the carpet. The minister should make public the purported report prepared by the special committee for public scrutiny, inquiry and further actions.

“The minister should take full responsibility for this shameful episode, and if he has any sense of accountability, he should resign as a cabinet minister for failing to discharge his ministerial duty entrusted on him,” Kong stressed.
